Brief aan de formateurs

Geachte heer Asscher en mevrouw Vermeij, beste Lodewijk, beste Roos, 

Middels deze brief willen jullie graag een aantal vragen stellen over het betrekken van Amsterdammers en de raad bij het vormen van een coalitieakkoord. Wij nodigen jullie graag uit bij de eerstvolgende TAR vergadering van 19 mei 2022 om met ons in gesprek te gaan en antwoord te geven op onze vragen. 

De afgelopen jaren en maanden hebben verschillende gebeurtenissen ervoor gezorgd dat het vertrouwen in de politiek laag is. Denk aan de toeslagenaffaire, de houding van de overheid ten opzichte van de gaswinning in Groningen, de mondkapjesdeal en de lange formatie. Dit was uiteindelijk ook duidelijk terug te zien in het lage opkomstpercentage bij de afgelopen gemeenteraadsverkiezingen. 

De overheid moet zorgen voor een transparante democratie waarin elke stem gehoord wordt. Iedereen moet actief kunnen deelnemen aan het vormgeven van onze samenleving. Door burgerparticipatie te bevorderen en door aandacht te hebben voor ideeën die zowel van onderop als vanuit de raad ontstaan, en deze mogelijk te maken. ‘Zonder maatschappelijke democratie, geen politieke democratie’, zoals Herman Tjeenk Willink het verwoordt. Het is tijd om de democratie nieuw leven in te blazen en een samenleving te creëren waarin overheid en Amsterdammers niet tegen, maar met elkaar werken. Een samenleving waarin burgers een actieve rol spelen. 

Een zeer belangrijke factor in dit alles is de nadruk op de slechte staat van de stadsfinanciën. In de verkennende fase en nu, in de formerende fase, is hier terecht veel aandacht aan besteed. Dit leidt onherroepelijk tot moeilijke keuzes die niet in verhouding staan tot gedane beloften in de verkiezingsprogramma’s, ook in die van de nu formerende partijen. Voor een sterk draagvlak in de Amsterdamse samenleving voor die keuzes is nodig dat alle Amsterdammers, vertegenwoordigd door alle partijen in de raad, betrokken worden bij deze keuzes. 

Hiervoor is onder andere transparantie en samenwerking vereist. Transparantie naar Amsterdammers maar ook naar de gehele raad gezien alle vijfenveertig raadsleden het mandaat hebben ontvangen van de Amsterdammer om hen te vertegenwoordigen. 

Tijdens de eerste raadsvergadering op 24 maart 2022 hebben fractievoorzitters van de partijen die deelnemen aan de onderhandelingen aangegeven dat ze de samenwerking met de raad willen opzoeken en Amsterdammers de kans willen geven zich te laten horen bij het vormen van een coalitieakkoord. 

Sinds de vergadering die meer dan een maand geleden heeft plaatsgevonden hebben wij als raad inmiddels twee updates ontvangen per brief. De meest recente brief, verstuurd op 28 april, gaf ons minimaal inzicht in de gesprekken die gevoerd zijn. Deze brieven gaven weinig tot geen informatie over de inhoudelijke voortgang van het coalitieakkoord en geen duidelijkheid over het te volgen proces. Wij zouden graag op structurele basis meer informatie willen ontvangen over de inhoudelijke voortgang van het coalitieakkoord en we zouden ook graag horen wat de visie is van de onderhandelende partijen over hoe ze willen samenwerken met de samenleving en de gehele raad om de doelen voor de stad te verwezenlijken. 

De essentie van onze uitnodiging is om meer transparantie te creëren in de voortgang en het tot stand komen van het coalitieakkoord. We willen ervoor waken dat de gehele raad en Amsterdammers een stem krijgen in het proces en goed op de hoogte worden gehouden. 

Wij willen hierover een aantal vragen stellen, namelijk: 

• Zoals eerder aangegeven in deze brief hebben de partijen die deelnemen aan de onderhandelingen aangegeven dat ze de samenwerking met de raad willen opzoeken en Amsterdammers de kans willen geven zich te laten horen bij het vormen van een coalitieakkoord. Hoe willen ze hier concreet invulling aan geven?

• Is het mogelijk om de raad en de Amsterdammers structureel op de hoogte te houden van de voortgang van de coalitiegesprekken en zo ja, hoe zouden ze dat willen vormgeven? 

• Open boeken: Is het mogelijk om te zien met wie en welke organisaties de partijen in gesprek zijn om een coalitieakkoord te vormen zodat het duidelijk wordt wie invloed heeft op het te vormen beleid? 

• De Vereniging Nederlandse Gemeenten heeft een aantal concrete voorstellen gepresenteerd om de lokale democratie te versterken zodat het vertrouwen in de politiek groeit en iedereen gehoord wordt. Hoe kijken de onderhandelende partijen naar de voorstellen van de VNG? Zijn ze bereid een aantal van deze voorstellen terug te laten keren in het coalitieakkoord? 

• Hoe kijken de onderhandelende partijen naar het maken van een Democratiserings Agenda waarbij duidelijke afspraken staan over hoe er invulling wordt gegeven aan samenwerking met de gemeenteraad als met Amsterdammers? 

• Er worden in andere Nederlandse gemeenten verschillende vormen van akkoorden gesloten waarmee de raad en de inwoners meer worden betrokken. Hoe kijken de onderhandelende partijen hiernaar en zien ze de mogelijkheid om dit ook in Amsterdam toe te passen? 

Wij waren het met zijn allen eens dat wij met de gehele raad stevig aan de slag moeten om het vertrouwen in de politiek te herstellen. Ons collega raadslid, Marjolein Moorman, gaf aan dat het eroderend vertrouwen in de politiek laat zien dat er iets nieuws nodig is. Wij zijn namelijk met zijn allen in de raad verantwoordelijk voor het welzijn van alle Amsterdammers, dus samen overleggen en samen werken is essentieel.

Om dat effectief en goed te kunnen doen is het van belang dat er duidelijkheid komt over de visie van zowel de formateurs als de onderhandelende partijen over hoe de raad en de samenleving wordt betrokken bij de uitwerking van de concrete doelen van onze stad. We kijken ernaar uit om hier verder met jullie in gesprek over te gaan op 19 mei.

On 6 May 2022, Volt sent a letter to the two formators. In the letter, they, together with BIJ1, DENK and JA21, invite the formators to join a meeting to discuss the progress and formation of the coalition agreement, as well as how the cooperation from the coalition with the council and the people of Amsterdam will take shape. In this way, we hope to create more transparency in the progress and the formation on the coalition agreement.

Dear Mr Asscher and Mrs Vermeij, dear Lodewijk, dear Roos,

Through this letter you would like to ask a number of questions about the involvement of citizens of Amsterdam and the council in the formation of a coalition agreement. We would like to invite you to the next TAR meeting on 19 May 2022 to have a conversation and to answer our questions.

In recent years and months, various events have caused people’s confidence in politics to decline. Think of the childcare allowance scandal, the government's attitude towards gas extraction in Groningen, the facemask deal and the long duration of the formation. This was clearly reflected in the low turnout during the last municipal elections.

The government must ensure a transparent democracy in which every voice is heard. Everyone must be able to actively participate in shaping our society. By promoting civic participation and paying attention to ideas that arise from within society as well as from the council, and to make these possible. "Without societal democracy, there is no political

democracy", as Herman Tjeenk Willink puts it. It is time to breathe new life into democracy and create a society in which the government and the people of Amsterdam work together, instead of against each other. A society in which citizens play an active role.

A very important factor in all of this is the emphasis on the poor state of the city finances. In the exploratory stage and now, in the forming stage, much attention was rightly paid to this. This irrevocably leads to difficult choices that are disproportionate to the promises made in the election programmes, also in those of the parties that are now attempting to form a coalition. In order to gain strong support in Amsterdam for these choices, all citizens, represented by all parties in the council, must be involved.

This requires, among other things, transparency and cooperation. Transparency to the people of Amsterdam, but also to the entire council, given that all forty-five council members have received the mandate from the people of Amsterdam to represent them.

During the first council meeting on 24 March 2022, the leaders of the parties participating in the negotiations indicated that they would like to cooperate with the council and want to give the people of Amsterdam the chance to have their say in

the formation of a coalition agreement.

Since the meeting that took place more than a month ago,

we as a council have received two written updates. The most recent letter, sent on 28 April, gave us minimal insight in the discussions that have taken place. These letters provided little to no information about the substantive progress of the

of the coalition agreement and no clarity on the process to be followed. 

We would like to receive more information on a structural basis about the substantive progress of the coalition agreement. In addition, we would  like to be informed about  the

vision of the negotiating parties on how they want to work together with the society and the council in order to realise plans and goals for the city.

The essence of our invitation is to create more transparency in the progress and creation of the coalition agreement. We want to ensure that the entire council and the people of Amsterdam are given a voice in the process and are well informed.

We would like to ask a number of questions about this, namely:

• As indicated earlier in this letter, the parties participating in the negotiations have indicated that they wish to seek cooperation with the council and  want to give the people of Amsterdam the opportunity to have their say in the formation of a coalition agreement. How do they want to realise this?

• Is it possible to keep the council and the people of Amsterdam structurally informed on the progress of the negotiation and if so, how would they go about this?

• Is it possible to see with whom and which organisations the parties are in contact whilst forming a coalition agreement so that it becomes clear who has influence on the policy to be formed?

• The Association of Dutch Municipalities has presented a number of  proposals to strengthen local democracy in order to increase confidence people have in politics and to make sure that everyone is heard. What do the negotiating parties think of these proposals? 

• Are they prepared to include some of these proposals in the coalition agreement?

• What do the negotiating parties think of the creation of an

Agenda for Democracy which contains clear agreements on cooperation with the city council as well as with the citizens of Amsterdam?

• In other Dutch municipalities, various forms of

agreements have been made to better involve the council and the residents. What do the negotiating parties think of this and do they see the possibility of adopting this in Amsterdam?

We all agreed that we, the entire council, have to work hard

to restore confidence in politics. Our fellow councillor,

Marjolein Moorman, indicated that the eroding confidence in politics shows that something new is needed. After all, all of us on the council are responsible for the welfare of all Amsterdam residents, so consulting and working together is essential.

In order to do this effectively, it is important that there is clarity about the vision of both the formators and negotiating parties on how the council and society will be involved in

working out the concrete goals for our city.
