Nieuwsbrief fractie Zuid-Holland – Een nieuw jaar, nieuwe energie!

En dat werk is er in overvloed! De wekelijkse stukken zijn zo omvangrijk dat we scherpe keuzes moeten maken —het is simpelweg niet haalbaar om alle commissies volledig te volgen.

Strategische focus

Op 6 januari hebben we tijdens onze strategiedag bij de Tuin van de Smid in Leiden besloten waar we dit jaar onze aandacht op richten. We kiezen bewust voor thema’s die de kern vormen van onze missie:

🚆 Openbaar vervoer en de fiets als volwaardig alternatief voor de auto;
⚡ Lokaal energie opwekken, opslaan en gebruiken om netcongestie tegen te gaan en de energietransitie te ondersteunen;
🌿 Bescherming en ontwikkeling van de Zuid-Hollandse natuur;
🌍 Milieubescherming voor een gezondere leefomgeving en de strijd tegen vervuiling.

Deze onderwerpen benaderen we met een Europese blik en altijd met als doel de Brede Welvaart te verbeteren.

Aanpak problemen bij Qbuzz

Simon heeft zich de afgelopen maand hard ingezet om de opstartproblemen bij Qbuzz in Zuid-Holland Noord aan te kaarten. Bussen die niet op komen dagen, chauffeurs die verkeerde routes rijden—het was een complete chaos. Tijdens de Statenvergadering van 29 januari pleitte Tessa voor een grondige evaluatie van de concessie en voor échte oplossingen die reizigers niet langer in de kou laten staan. Financiële sancties moeten niet verdwijnen in de begroting, maar juist worden ingezet om het openbaar vervoer betrouwbaarder te maken. Op 24 januari gaf Tessa hierover een tv-reactie bij Omroep West.

Bescherming van de Damherten in de Hoeksche Waard

Tijdens de commissievergadering Landelijk Gebied op 22 januari viel Tessa van verbazing bijna van haar stoel. Het onderwerp? Het volledig afschieten van de damhertenpopulatie in de Hoeksche Waard—een drastisch besluit dat ongeveer 100 dieren zou treffen.

Het College wil deze populatie terugbrengen naar nul, maar volgens Tessa is dit besluit slecht onderbouwd. Dit blijkt ook uit eerdere uitspraken:

• In 2021 oordeelde de rechter al dat er geen duidelijke redenen zijn om de damherten volledig te verwijderen.

• De gemeenteraad van Hoeksche Waard heeft zich unaniem uitgesproken vóór behoud van de dieren.

• Een petitie met 8.000 handtekeningen laat zien dat er breed maatschappelijk verzet is tegen het afschieten.

Met een duidelijke motie voor het beheren in plaats van uitroeien van de populatie ging Tessa het debat in tijdens de Statenvergadering van 29 januari. Helaas vond een meerderheid van de Staten dat er geen onomkeerbare beslissing genomen moest worden, waardoor de motie werd verworpen.

Het gevolg? Nog zeker twee jaar onzekerheid voor de damherten, terwijl er gewacht wordt op een uitspraak in een nieuwe rechtszaak. Een klassiek voorbeeld van politiek zonder lokaal draagvlak, waarin inwoners en natuurbelang niet serieus worden genomen.

Opheffing commissie Externe Relaties

In dezelfde Statenvergadering gaf Tessa een stemverklaring over het plotselinge opheffen van de nieuwe Commissie Externe Relaties. Op 15 januari stond er nog een commissievergadering gepland om de invulling van deze commissie te bespreken, waarbij Tessa, samen met twee Statenleden van JA21 en de VVD, hard had gewerkt aan de agenda. Helaas werd zonder inhoudelijk debat door bijna de gehele commissie besloten om de commissie direct op te heffen. Update from the South Holland Delegation – A New Year, New Energy

The new year has started well for our delegation in South Holland! After a year in which Raúl played a key role as a policy officer, we are pleased to announce that Myla has now joined our team as delegation secretary. This means that after nearly two years, we are finally a step closer to a stable foundation to carry out all the important work effectively. And there is plenty of work to be done! The weekly documents are so extensive that we have to make sharp choices—it is simply not feasible to follow all committees in full.

Strategic focus

On January 6th, during our strategy day at Tuin van de Smid in Leiden, we decided where to focus our attention this year. We have consciously chosen themes that are at the core of our mission:

🚆 Public transport and cycling as a full-fledged alternative to cars
⚡ Generating, storing, and using local energy to combat grid congestion and support the energy transition
🌿 Protecting and developing South Holland’s natural environment
🌍 Environmental protection for a healthier living environment and the fight against pollution

We approach these topics with a European perspective, always to improve broad prosperity.

Addressing issues at Qbuzz

Over the past month, Simon has worked hard to address the startup problems at Qbuzz in North South Holland. Busses not showing up and drivers taking the wrong routes—it was complete chaos.

During the Provincial Council meeting on January 29th, Tessa called for a thorough evaluation of the concession and real solutions so that travellers are no longer left to their devices. Financial penalties should not simply disappear into the budget but should be used to make public transport more reliable. On January 24th, Tessa gave a TV interview on Omroep West about this issue.

Protection of the Fallow Deer in Hoeksche Waard

During the Rural Area Committee meeting on January 22nd, Tessa could hardly believe her ears. The topic? The complete eradication of the fallow deer population in Hoeksche Waard—a drastic decision that would affect approximately 100 animals.

The provincial executive aims to reduce this population to zero, but according to Tessa, this decision lacks proper justification. Previous rulings support this view:

• In 2021, a judge already ruled that there were no clear reasons to completely remove the fallow deer population.

• The municipal council of Hoeksche Waard unanimously spoke out in favour of preserving the animals.

• A petition with 8,000 signatures demonstrates strong public opposition to the culling.

With a clear motion advocating for managing rather than eradicating the population, Tessa entered the debate during the Provincial Assembly meeting on January 29. Unfortunately, a majority of the Council decided that no irreversible decision should be made, leading to the motion being rejected.

The result? At least two more years of uncertainty for the fallow deer while awaiting a ruling in a new court case. This is a classic example of politics lacking local support, where residents and nature conservation interests are not taken seriously.

We will continue to closely monitor this case!

Abolition of the External Relations Committee

In the same Provincial Council meeting, Tessa gave a voting statement on the sudden abolition of the new External Relations Committee. On January 15th, a committee meeting was scheduled to discuss the committee’s role, with Tessa, alongside two provincial council members from JA21 and VVD, working hard on the agenda. Unfortunately, almost the entire committee decided to abolish it immediately without substantive debate.
